I have the same problem. I've been experimenting with com.sun.corba.ee.transport.ORBTCPConnectTimeouts trying to make my client fail fast when the server is down. Even if I use very low values it tries to connect more times than I can bother to count in the log. I want my client to try to connect once with a reasonable timeout and then fail.
