There was a bug on this which got fixed in 9.1.1/v2.1 (b61):
https://glassfish.dev.java.net/issues/show_bug.cgi?id=3844
So if you use an earlier version, you have to redeploy the application to take advantage of the new contents in default-web.xml. But if you use a later build where the bug was fixed, redeployment will not be necessary.
