The problem arose because, in order to maintain compatibility with Tomcat, the .war files each included a Tomcat context.xml file. This was fine under SJSAS 8.1 and 8.2 but it caused this problem under SJSAS 9.1_02.

I got rid of the context.xml file from each application and all was well.
