I guess before you add one more instance, You need to do the sizing study of the existing application under load, If you see that you are not able to scale any more on a single instance even if you still have headroom(resource utilization), You can definitely add one more instance.
Not able to scale on a single instance is also the symptoms for hot-locking in your application.
