gfv3 imports el from uel.
uel.dev.java.net has version 1.1 for both el-api and el-impl. el-api.1.0 was released with JSP 2.1. el-api.1.1 is the version described in a JSP MR. The only difference is a couple of methods added to ExpressionFactory to obtain an instance of an el implementation.
