updatetool/bin/updatetool.bat instead of top level bin/updatetool.bat?
Yes! This worked. I now have a Vista 64 bit and a Fedora Linux running gfv3-preview2! While using proxy internet access.
I did directly set the proxy host and commented out getting it from the windows registry to get the updatetool to download.

When I took my laptop to a wifi the admin console installed directly. Proxy way at office required predownloading gfv3-preview2-final-admingui.war and pointing the domain.xml to it.
