cc-ing updatecenter dev alias for input...
Based on the output, bootstrap has been performed but it seems that the
bin/updatetool.bat has not been replaced with "real" updatetool in the
process and it still contains bootstrap stub script.
Could you check if you can get updatetool running if you run
updatetool/bin/updatetool.bat instead of top level bin/updatetool.bat?
