Which jdk are you running? Please include info on the "update" value...
I have been able to run simple web apps with a Europa(JEE) + updates from the "software updates" + Vista Business + jdk 6 update 6 + GF v2 update release 2 configuration/environment.
Do you have other plugins/updates installed?
