The annotation is on the webservice. What was the problem on the flash client side? It should not matter which GF you use whether v2 or v2 ur1. The http://java.sun.com/xml/ns/jaxws/2003/05/soap/bindings/HTTP/ is just a namespace we use to asscoiate the SOAP 1.2 binding. Since SOAP 1.1 is the default standard binding supported by the spec. Do not worry if it returns page not found.
