It would be considered a bug, particularly if you can consistently duplicate the problem, etc.
Are you sure, for example, that it isn't a permissions problem getting access to you local directory or something like that?
I don't know, but it may well be proper procedure for Glassfish to try and revert back to the standard configuration when it discovers a problem with the custom configuration to ensure that at least something is getting logged.
