I don't know if this is affecting anyone else or not but I filed a issue for something related.
In a clustered setup you have to disable and re-enable a jdbc resource on the target after the target is started or it doesn't show up in the jndi tree.
Double check that the resource is available via "JNDI Browsing" on the instance.
