No it's not. I even created in Netbeans very simple web app with login form, error form and one page. When I deploy this at a root context and open the login page I'm always logged off from Admin Console. If the same application is deployed at different context (not root) there is no problem and the session in Admin Console is valid. I've attached this simple web app so you can check this yourself.
