Thank four your response but it's not the right scenario.
My exact structure is following :
WEB-INF/lib/myfile.properties
WEB-INF/lib/mylib.jar
I don't have any servlet cause I use webservices but the main problem is that this is a class contained in mylib.jar file wich try to load myfile.properties file...
and not a class having access to the webservicecontext or any other web interface.
I hope I'm a little bit clearer.
