Just because the OS is 64-bit doesn't mean that you can't run a 32-bit
application on it. If you were to, for example, run a Java-enabled
browser on your system, you would need the 32-bit JVM for that.

The installer itself is a 32-bit application, so you need to use the
32-bit JVM to install it. During the installation process, it will ask
you which JVM to use to run the appserver, and you can tell it at that
point to use the 64-bit JVM.
