Hello Bill
I just downloaded b19 on my win xp box and installation and domain
startup worked fine without the libnspr4 issue.
Possibly your installation may have been messed up somehow. Could you
clean up your env and freshly download b19 and reinstall it?

Domain listens on at least following ports for connections:
