This appears to be Update Center 2 issue 750
<https://updatecenter2.dev.java.net/issues/show_bug.cgi?id=750>.

That issue has been fixed for the the 2.0 Update 1 release, which has
not yet been released.

To work around this problem, you can apply all of the updates by using
the command line tool:

bin/pkg image-update

This will bring all packages up to the current version without running
into this problem.
