Hi jack_spallaw,

I am really impressed with your detailed information and screenshot for every single step  to illustrate the problem.  Really appreciate your time and effort.
The console is able to download the requested package properly, but restarting the server results in this exception.
Caused by: java.lang.ClassNotFoundException: com.sun.enterprise.transaction.jts.JavaEETransactionManagerJTSDelegate

Looking at the server.log, the system is trying to load the admin console application, but due to the above exception,  
OSGi is not able to load and startup admin console, thats why you are seeing a blank screen.
Any OSGi classloading problem while attempting to load any application will prevent it from loading.

Please file an issue and someone will investigate this.  I don't know how to resolve this, but guess you will need to remove this glassfish-jts
bundle in order to start up the console.
