java is in Path. I see the latest version of java.exe under
\windows\system32.
If we don't set JDK\bin in Path the installer uses the java.exe from
\windows\system32 and asadmin proceeds.
But keytool.exe is not in \windows\system32 and domain creation fails.
This is for machines with JRE installed from java.com. Not sure other
JRE installers copy java.exe to \windows\system32. I have JRE installed
from java.com

I do see keytool.exe as part of my JRE installation. Which is optional
in JRE distributions.

Should the domain creation fail or we must exit the installer as soon as
we detect java and keytool not in path ?.
