Thanks Tom for letting us know the root cause. As you pointed out
below, it could be the reason why retry did not hit this error. Will
updatetool B15-RC3
be integrated into GlassFish b26 ?

"682 is the same issue as the last traceback. I suspect that the
problem with the last traceback is that Glassfish was running with the
component that was already installed at a time an update was attempted.
The desired behavior on Windows was that updatetool should have produced
a "file in use" dialog. Instead, it generated the exception traceback. "
