Yep, that's the way the bug was written. I've finally managed to
update the bug report:

The first run I didn't need to wait at all. The second time I waited 3
or 4 minutes. Since that's 3 or 4 minutes longer than what I had seen
before, I was curious about it. I couldn't load the admin console, but
that could be a separate issue (issue 9752 is fixed so I should go
verify that first).
