V3 can't be supported on HK2 any more. So, looks like we need to look at
the issues raised at

If I understand correctly, you want the server to be started with some
command line options. Those options should somehow be passed to your
implementation module. I don't know of any way other than use of system
property to pass such information. I am not convinced that
StartupContext can be supported in the current form.
