I can see this too - looks like a bug.
When the web service is deployed on a cluster only, the "View WSDL" link
in admin console accesses the URL :
http://<host>/<appname>/<service>?wsdl
which fails.
When the web service is deployed on DAS as well, the URL is :
http://<host>:8080/<appname>/<service>?wsdl
and this works fine.
