I do notice -

[#|2007-03-07T09:59:08.265-0800|INFO|sun-appserver9.1|javax.enterprise.system.tools.admin|_ThreadID=12;_ThreadName=httpWorkerThread-4848-0;com.sun.enterprise.admin.event.http.HSVirtualServerEvent
-- server [1 Change(s), Id:1, ts:1173290348265];|ADM1041:Sent the event
to instance:[com.sun.enterprise.admin.event.http.HSVirtualServerEvent --
server [1 Change(s), Id:1, ts:1173290348265]]|#]

So the change event did get sent. Not sure why the webapps created
after virtual-server property change doesn't reflect the new value until
restarting after property change. The webapp itself doesn't need
restart after deployment only restart after property change.

I will investigate a little more.

Thanks,
Amy
