I have a problem with the ITU-T Rec x.891 :

when building vocabulary tables; say i have put an element figure into a
table and index it, then a same type of entry has occured again. so what i
have to do is to increase the index and encode it. the question is how could
i identify this index with another (same index value) of another table. Is
this suggest a seperate indexing for different tables?
