I am using Netbeans for CVS checkouts and it works ok for me. Make sure your account (username/pwd) is functioning and proxy is configured right. You can try some of the command line CVS tools to see if you get an access:

set CVSROOT=-d :pserver:USERNAME@cvs.dev.java.net:/cvs
cvs -d :pserver:USERNAME@cvs.dev.java.net:/cvs login
cvs -d :pserver:USERNAME@cvs.dev.java.net:/cvs checkout -P woodstock
