I think we could make use of a wiki for use-cases, concepts, enumeration
of edge cases, examples, etc, and then if appropriate link to wiki pages
from the issues list for priority and tracking purposes.

We could key off the following Wiki:

   http://wiki.java.net/bin/view/Javawsxml/WebHome

But i think i would prefer to have its own 'Web space', for example

   http://wiki.java.net/bin/view/jsr311/WebHome
