[jpa-spec users] _at_OrderColumn: "non-sparse" and smallest value

Hello,

I've just read

http://docs.oracle.com/javaee/6/api/javax/persistence/OrderColumn.html

There are the sentences:

"The persistence provider maintains a contiguous (non-sparse) ordering of the values of the order column when updating the association or element collection. The order column value for the first element is 0."

What does "non-sparse" mean? What if I inserted entities into the table, that is with its order column starting with 1, would list.get(0) return that entity even though the actual DB order value is 1?
