JAXB Null Policy

Some JAXB providers allow null policy settings to determine how to output null values. I want to output empty tags for null values, but I do not want to use "nillable=true" since that adds attributes. Is there anyway with the RI to specify how to output null values either as a config global setting, or perhaps an annotation?
