Netbeans JAXB-Wizard does not support Tomcat yet.

It should be ok, if you are generating JAXB classes, adding JAXB 2.0
jar libraries your self and developing in JDK 1.5.
If using JDK 1.6, you might want to use endorsed directory mechanism.
