I just used your build.xml and the latest build dated July 6 from
https://jax-ws.dev.java.net/ri-download.html#2.0.1
JAXWS2.0.1ea_57.jar
The example works fine.
Please set JAXWS_HOME and make sure the jar files are there
Eg for your path below on windows
SET JAXWS_HOME=C:\java\jaxws-2.0.1-ea51
