I think you've got your facts wrong, Doug. WCF supports doc/literal,
rpc/literal, and rpc/encoded, according to the information on the upcoming
interoperability plug-fest. See

The SOAP 1.1 specification requires support of SOAP Encoding, even if the
WS-I BP deems it unworthy. Starting with SOAP 1.2, SOAP Encoding becomes an
optional feature.
