[jsr339-experts] Target Configuration initialization

Target's Configuration, should be its own instance, IMO, and not shared
with Client. It should, however be initialized with the configuration
of the parent it was created from though (the Client or another Target).

This will allow Target's to be in initialized from their parents, but
also allow Targets to have different configurations. This is useful for
cases like authentication where each Target might have different
credentials.

I'll log a JIRA if you agree.
