I can't believe this is not a known problem. Some of the HTML files both in
the JWSDP download and on the web site have 0 length. For example
MessageContext.html in my distribution is empty and if I browse to
http://java.sun.com/webservices/docs/1.4/api/javax/xml/rpc/handler/MessageCo
ntext.html I get an empty document,
