I am running wscompile from the command line. Here is the command I'm using:

wscompile -keep -import -f:nodatabinding -d q:/book/build/classes/com/javector/chap5/sec1/OrderProcessor/server -Xprintstacktrace -verbose -model q:/book/build/classes/com/javector/chap5/sec1/OrderProcessor/model-wsdl-rpcenc.xml.gz ./etc/config.xml

What else might be causing this behaviour ??

When I used your target, everything was bound to SOAPElement. This should
work. Please try using wscompile from the command-line.
