You can read Sun's license terms here:

You cannot ship the JAX-RPC API in any commercial product until the API has
been finalized by the JCP. You cannot ship Sun's RI without obtaining a
separate binary distribution license from Sun. Contact your local Sun sales
representative to negotiate a license fee.
