I think one could use TestNG and test groups to control that, then
perhaps a small antrun plugin setup (via Maven profiles?) to
configure/start/stop the server as appropriate.
If I recall correctly, TestNG will run JUnit tests, so there's no
necessary, immediate need to change all the annotations.
