patch keeps the previous behavior unchanged, plus adds a fix for this issue
for those
user willing to use the UTF-8 characters in the URL. All tests pass all
right, plus additional
change is made to TestHtmlUtils to cover the change made (2 test points are
added, nothing
changed).
