Hello Volunteers,

I've incorporated Michael and Ian's svn log survey information into the
preface, and I am ready to declare [1] as ready to hand to JCP as the
Public Review Draft (PRD).

I think it still needs a lot of refinement, but it is well suited to
soliciting feedback.

I'll leave it on the shelf till close of business tomorrow and hand it
to the JCP on Friday. If you have concerns, do voice them, but please
consider if it is really necessary to hold up the PRD before doing so.
