Hello Josh,

I've done a bit of impl and spec work on this, but java.net git is down
at the moment. Thus, I used git format-patch to generate the attached
patches which should apply with git am.

It doesn't address Michael Mueller's additional concern. Whoever gets
to it first can do that.
