Hello Volunteers,

I've released our Proposed Final Draft to the JCP.

I've also staged it here:

We are planning to hand the Final to JCP on 20 March 2013, so please
keep up the reviewing. Please note that it is past the time to give
feedback that would require destabilizing changes to the spec and RI.
