I don't see, why the "View" part should be restricted to JSP or Facelets or
in some cases even to Java. At least Scala or other JVM languages (see
Play! Framework)

Regarding JSTL (JSR 52) if you mean that or an improvement in particular, 2
other approaches for a Standard Tag Library (JSR 128, 267) were withdrawn
due to lack of support or common ground. So that might be a reason, the
survey and EE 8 scope doesn't feel a need for something in that area, either
