Of course in a proper Maven form, the API must be delivered as
"javax.security:javax.security-api" or similar first and then Soteria
e.g. "org.glassfish.soteria.soteria"
or similar.
The current "stubs" in Soteria already meet that pattern.
Almost every Glassfish or Oracle artifact that isn't final started with
something like "1.0-b01" etc. so maybe not deviate from that.
If an EDR 1 was released (for that we require A Spec Lead to help) either
continue the bXX numbering or use something like "edr1" instead.
