We still have our community and I'll be leading engineer for Grizzly.

We used glassfish maven repository, cause m2 repository is very problematic.

I'd say 1.9.18 should be more stable overall, cause we fixed some issues, when preparing Grizzly for GFv3 integration.
As for specific scaling issue - don't remember anything specific (1.9.9 was long time ago :)
