I test your war file, and I been able to make it works.

Tests :

#1 - run it in command line (failed with this error)

Caused by: java.net.URISyntaxException: Illegal character in opaque part at

do you have the source code of the war ?

org.ibmp.core.utils.ConfigLocationUtil ?

I want to test look what is the problem ..
