I just booted 3.1.1 and did not see this problem. However, it could have been an issue with Oracle content management system. The bottom panel of the admin console goes to oracle.com to load the content.

To prevent this from happening in the future, set the following JVM option:
-Dcom.sun.enterprise.tools.admingui.NO_NETWORK=true
