John Lister reported a similar problem. In his case, the server.log
indicated that one of the entries in the original keystore had expired.

As I summarized in that other thread, part of the start-up in 3.1.2
code has to do a small conversion from earlier releases. To do that,
it uses some security services which read the keystore. If the
keystore contains an expired entry then the attempt to load it throws
an exception.

The default keystore keystore.jks in the domain's config directory.
You can use the keytool utility to list the detailed information about
the contents of the keystore, including the valid range of the entries.

If your keystore contains an expired entry you could try making a back-
up copy of the keystore and then deleting the entry from the keystore.
