Can you try :
GLASSFISH_INSTALL_ROOT/bin/asadmin add-resources glassfish-resources.xml ?
This seems to work fine and the resources are created.
You can also try the attached .war that has your glassfish-resources.xml
bundled in WEB-INF directory. Deployment of the .war succeeded and the
resources are created.
