resource-adapter need to talk to a central agent (eg: a stored procedure
in database or acquire lock by updating a row in DB) to get a token and
talk to the EIS.
w.r.t load-balancing across various EISs, it will be upto the RAR to do it.
eg: JDBC driver for Oracle RealApplicationClusters, JDBC driver for MySQL
cluster.
