This should be due to the following issue (fixed in 3.1.1).

Also, the root cause might be due to the fact that the resources are not
available (created).
How did you create the resources specified in sun-resources.xml ?
You can check whether the resources are indeed created by :
1) looking at domain.xml (eg: admin-object resource by name
"jms/IssueWorkOrder")
or
2) asadmin list-admin-objects
which should list the resource by name "jms/IssueWorkOrder".
