I haven't tried this myself, but I think you simply need to set the encoding
for the logging handler, see Javadoc for java.util.logging.StreamHandler.

Edit ..../domains/domain1/config/logging.properties and insert a line

com.sun.enterprise.server.logging.GFFileHandler.encoding=UTF-8
